Preheat oven and prepare vegetables
Position a rack in the center of the oven and preheat to 425°F (220°C). On a rimmed baking sheet, toss the fennel wedges and halved fingerling potatoes with 3 tablespoons of Pamako olive oil and 0.75 teaspoon fine sea salt. Arrange in a single layer, cut sides down for the potatoes. Roast for 30 to 35 minutes, turning once halfway through, until the vegetables are golden brown and tender when pierced with a knife. Remove from oven and keep warm.

Prepare the lemon-herb emulsion
While the vegetables roast, combine the lemon juice, 6 tablespoons of Pamako olive oil, chopped dill, parsley, grated garlic, and 0.25 teaspoon fine sea salt in a small saucepan. Whisk together thoroughly. Set aside at room temperature until ready to serve; do not heat yet.

Season and sear the halibut
Remove halibut fillets from refrigeration 10 minutes before cooking. Pat completely dry with paper towels. Season both sides evenly with 1.5 teaspoons fine sea salt and 0.5 teaspoon black pepper. Heat a large oven-safe skillet or cast-iron pan over medium-high heat for 2 minutes. Add 2 tablespoons of Pamako olive oil and swirl to coat. When the oil shimmers but does not smoke, carefully place the halibut fillets in the pan, presentation side down. Sear without moving for 4 minutes, until a golden crust forms. Gently flip each fillet using a thin spatula. Reduce heat to medium and cook for an additional 3 to 4 minutes, until the internal temperature reaches 130°F (54°C) at the thickest part. Transfer fillets to a warm plate and tent loosely with foil.

Warm the emulsion and plate
Place the saucepan with the lemon-herb mixture over very low heat. Warm gently, whisking constantly, until the emulsion reaches approximately 120°F (49°C), about 1 to 2 minutes. Do not allow it to simmer or boil. Remove from heat immediately. To serve, divide the roasted fennel and fingerling potatoes among four warmed plates. Place one halibut fillet alongside the vegetables on each plate. Spoon the warm lemon-herb emulsion generously over the fish, allowing some to pool on the plate. Garnish with reserved fennel fronds if using. Serve immediately.

Pat the halibut completely dry before searing to achieve proper browning. The emulsion should be warmed gently to approximately 120°F (49°C)—never boiled—to preserve the olive oil's phenolic compounds and prevent bitterness. If fennel fronds are unavailable, substitute with additional fresh dill. For even cooking, select halibut fillets of uniform thickness, ideally 1 to 1.25 inches. Allow fish to rest at room temperature for 10 minutes before cooking.
